«Արմավիրի զարգացման կենտրոն» ՀԿ-ն՝ անգլիական «Ինթեգրիթի Էքշն» կազմակերպության առաջնորդությամբ, Հայաստանի տարածքային զարգացման հիմնադրամի (ՀՏԶՀ) ու մարզային գործընկեր ՀԿ-ների հետ համատեղ իրականացնում է «Կառավարության և քաղաքացիական հասարակության համագործակցության ամրապնդումը բաց կառավարման գործընկերության մեջ` հանուն հանրային ծառայությունների բարելավման» ծրագիրը` Ասիական զարգացման բանկի ֆինանսավորմամբ: Ծրագրի նպատակն էր համայնքային մոնիտորների միջոցով տեղական դպրոցների վերանորոգման/վերակառուցման աշխատանքների մշտադիտարկումը` ապահովելու համար շինարարության սեյսմակայունության մակարդակի բարձրացումը և համապատասխանությունը համայնքային կարիքներին, որն էլ իր հերթին նպաստել է հանրային ծառայություններ մատուցողների պատասխանատվության բարձրացմանը տեղական մակարդակում։
Ծրագրի շրջանակներում մշտադիտարկողների կողմից հայտնաբերվել է 34 խնդիր, որոնցից 25-ը լուծվել է։ Լուծված խնդիրներից անդրադառնանք 2-ական խնդրի Երևանի թիվ 135, 153 և Նոր Խարբերդի թիվ 2 դպրոցներից, որոնց լուծման գործում համայնքային մշտադիտարկողների ներդրումը կարևոր է եղել։
Երևանի թիվ 135 դպրոցի ցանկապատի եզրով կային ծառեր, որոնք խանգարում էին շինարարական աշխատանքներին։ Քաղաքապետարանին ուղղված բազմաթիվ դիմումների արդյունքում տրվեց նշված ծառերի էտման թույլտվություն, որպեսզի շինարարական տեխնիկան կարողանար աշխատել։
Այնուհետև շին․ հրապարկի 2-րդ մուտքը բացելու անհրաժեշտություն առաջացավ, որտեղ ևս ծառեր կային ու արդեն անհրաժեշտ էր դրանք հեռացնել։ Կրկին Երևանի քաղաքապետարանին ուղղված մի քանի դիմումների արդյունքում՝ չնայած ուշացումով, որը ազդեց շինարարության ընթացքի վրա, ստացվեց թույլտվությունը ու ծառերը հեռացվեցին։
Այս դպրոցում մյուս կարևոր ձեռքբերումը անվտանգության կանոնների պահպանման առաջընացն էր։ Հաջողությունն այն էր, որ շին․ հրապարակում աշխատողներն աշխատում էին ոչ միայն համապատասխան արտահագուսով, կրում սաղավարտներ, այլև շին․ հրապարակը կահավորվեց անվտանգության չափանիշներին համապատասխան՝ ժապավեններ ու զգուշացնող այլ նշաններ տեղադրվեցին վտանգավոր հատվածներում, ճաղավանդակներ կառուցվեցին աստիճանների շուրջ:
Նոր Խարբերդի թիվ 2 դպրոցի շին․ հրապարակ տանող ճանապարհը ամբողջությամբ ցեխ էր և գրեթե անանցանելի ձյան ու անձրևի ժամանակ։ Ցեխը աշխատողների ոտքերի ու մեքենաների հետ դուրս էր գալիս նաև շին․ հրապարակից ու տարածվում փողոցով։ Շինարարին ուղղված բազմաթիվ հորդորներից հետո մշտադիտարկողները հաջողեցին ու շին․ հրապարակ տանող ճանապարհը պատվեց խոշոր ավազով։
Դպրոցի դարպասի հարևանությամբ ու ցանկապատի եզրով ձգվում են տարբեր շինություններ (սննդի կետեր, համակարգչային խաղերի վայրեր), որոնց՝ այդ տարածքում գտնվելը, մեղմ ասած չի բխում դպրոցի և սովորողների լավագույն շահից։
Երբ Համատեղ աշխատանքային խմբի (ՀԱԽ) ժողովի ժամանակ դպրոցը բարձրաձայնեց այդ շինությունների ու օբյեկտների ապամոնտաժման հարցը, մշտադիտարկողները գործի անցան։ Համայնքապետի հետ ունեցած հանդիպման ժամանակ նրանք պարզեցին, որ նշված օբյեկտներից երկուսը՝ ցանկապատված հատվածն ու մետաղական կրպակը, որոնք անմիջապես դպրոցի մուտքի մոտ են, անօրինական են, տիրապետողը չունի սեփականության վկայականներ և ենթակա են ապամոնտաժման։
Երևանի թիվ 153 դպրոցի երկու կողմերում գտնվող բնակելի տների հետ սահմանային վեճեր կային, որոնք մեծապես ազդում էին շինարարության ընթացքի ու արագության վրա։ Դրանց կարգավորման արդյունքում՝ կոմպրոմիսային տարբերակով, շինարարությունը շարունակվեց իր բնականոն հունով։
Դպրոցն ունի ոռոգման ջրի խնդիր, որն անհրաժեշտություն է կանաչապատ տարածքի պահպանության համար։ Դպրոցի բակում ջրագծի ներքին ցանցի մոնտաժ ներառված չէր նախագծի մեջ, բայց մշտադիտարկողների ու դպրոցի անձնակազմի ջանքերը, երբ խնդիրը ամեն ՀԱԽ ժողովին բարձացվում էր, հնարավորություն տվեց հասնել դպրոցի բակում ոռոգման ներքին ցանցի մոնտաժմանը՝ ՀՏԶՀ-ի աջակցությամբ։
Success Stories Of the Community Monitor Project
Armavir Development Center” non-governmental organization (ADC NGO), together with “Integrity action”, “Regional Research Institute of Social-Economic Policy”, “NGO Center”, “Martuni Women’s Community Council”, and “Goris Press Club” is implementing the project “Strengthening Government and Civil Society Cooperation in Open Government Partnership to Improve Public Services” funded by Asian Development Bank. The aim of the project is to monitor the construction work of local schools through community monitors to ensure raising the level of seismic safety and make sure the schools construction efforts satisfy community needs which in its turn promotes raising the responsibility of service providers at local level.
In frames of the project 34 problems were identified by the monitors, 25 of which have been solved. We will refer to 2 problems in each of 2 schools (N135, N153 schools of Yerevan and N2 school of Nor Kharberd), for the solution of which the contribution of community monitors was important.
There were trees on the edge of the fences of Yerevan’s N135 school, which hindered the construction work. As a result of a lot of applications referred to the municipality, a permission was gained to crop those trees, so that the construction equipment would be able to work.
Afterwards there was a need to open the second entrance, and there also were trees and a need to remove them. Again, as a result of multiple applications referred to the municipality, a permission was gained and the trees were removed but with a delay, which affected the construction process. The other important achievement of this school was the progress of keeping the safety rules. It was a success as the workers in the construction site not only worked with proper outfit and helmets, but also the site was furnished according to the safety criteria: tapes and warning signs were placed in dangerous areas, railings were made around the stairs. The road leading to Nor Kharberd’s N2 school was fully muddy and almost impassable during snow and rain. The mud was spreading out of the construction site to the streets with the workers’ feet and cars. After multiple exhortations to the workers, monitors reached a success and the road was covered with gravel.
Near the gates of the school and along the fence there were different buildings (food, computer games, other places), the location of which was not meeting the best interests of the school and children studying there.
During the meeting of the joint working group the school raised the problem of dismantling those buildings and the monitors started to take action. During the meeting with the community head they found out that 2 of those buildings – the fenced part and the metal kiosk, which are right near the school entrance, are illegal, the owner does not have an ownership certificates and the buildings are subjected to dismantling.
There were arguments related to the border with the dwelling houses on both sides of Yerevan’s N153 school, which highly affected the construction process and speed. As a result of the settlement of the arguments with reaching a compromise, the construction went on with its natural flow.
The school has an irrigation water problem, which is necessary for keeping the green area. The mantling of internal system of the water lines in the school yard was not included in the plan, but the efforts of the monitors and the school staff, who were raisingthe problem during every joint working group meeting, allowed to reach mantling the internal system of irrigation in the school yard with the support of ATDF.
